Microsoft’s Software License Terms explicitly forbid copying, redistributing, or bypassing activation. Downloading a preactivated copy is software piracy, which is a federal offense in many countries (Digital Millennium Copyright Act in the US, Copyright Designs and Patents Act in the UK). While Microsoft rarely sues individual users, they can and do sue distributors. Your ISP may also flag your activity.
