The movie takes place in 1949 Los Angeles, where a group of police officers, led by Sergeant Jerry Wooters (Josh Brolin), form a secret squad to take down Mickey Cohen (Sean Penn), a notorious gangster who is involved in various criminal activities, including extortion, bootlegging, and murder.
